Russian Russian People's Council Chairman Metropolitan Evgeny of Yekaterinburg and Verkhotursky chaired the first meeting of the Ural Press Club of the World Russian People's Council (VNRS) on March 12, 2025 at the regional Volunteer House on the topic "Peaceful aspects of the special military operation in Ukraine: a system of spiritual and psychological rehabilitation of soldiers participating in their military operations and their family members."
The Ural Press Club of the VRNS was established with the blessing of Metropolitan Eugene in December 2024 to discuss the council's agenda and develop specific recommendations to the executive and legislative authorities. 
During the meeting, Bishop Yevgeny presented a system of spiritual and psychological rehabilitation for soldiers of the SVR and their family members, created in the region on the initiative of the Yekaterinburg branch of the Russian Orthodox Church in collaboration with the Yekaterinburg Diocese, the regional branch of the Russian Red Cross and the regional Medical College with the support of the Regional Commissioner for Human Rights, the Ministry of Health of the Sverdlovsk Region, and specialists from the Defenders of the Fatherland foundations.", "Nika", "Children of Russia", the regional Committee of families of soldiers of the Fatherland and veteran organizations.

The project involves several dozen clergy and psychologists who have received special training.

With the blessing of Metropolitan Eugene, churches have been identified in each deanery of the Yekaterinburg diocese, where services are held on Saturdays for soldiers and their family members — prayer services for the living and missing, as well as litanies for those who died during their military service. First aid courses developed by specialists of the regional Red Cross of Russia are provided for families of soldiers. Now they will be scaled to the entire region.
