The Regional Court in Orenburg has considered on appeal a dispute between the Inspections of State Protection of Cultural Heritage sites of the Orenburg region and the administration of the Abdulinsky municipal district.
As Orenburg Media wrote earlier, the lawsuit was about the preservation of an architectural monument of regional significance — the wooden Church of the Intercession in the village of Alferovka, built in 1907.
The cultural heritage site is in poor condition. The state Security Inspectorate revealed the inaction of the district administration as the owner of the building and issued a warning.
The court of First Instance ordered the Department of Culture, Youth Policy and Sports of the administration of the Abdulinsky Municipal District to conduct a study of the building and design work within 12 months, as well as to ensure the preservation of the cultural heritage site by an organization licensed by the Federal Ministry of Culture. The administration of the Abdulinsky municipal district should finance the work.
The administration did not agree with this decision. She filed an appeal, which demanded that the costs be charged to the Department of Culture, Youth Policy and Sports.
The board of the regional administrative court changed the decision of the first instance. The costs of preserving the cultural heritage site were shifted to the Department of Culture, Youth Policy and Sports of the administration of the Abdulinsky Municipal District.
